A large tension or torsion SPRING puts the return pressure into the entire system, preventing the rear brake from dragging when not engaged, while a STOP SCREW provides a positive stop position. There is a WEAR INDICATOR on the outside of this camshaft with the "pointer" tab that shows you at a glance how much brake material is remaining on the shoes, and an internal SPACER WASHER. Your brake drum----especially after all these years----is not perfectly round, and even if it was, the lever engagement action of the brake shoes does not produce a perfectly circumferential presentation of the brake shoes to the drum. So for the first few hundred miles, your new brake shoes will only be engaged against the brake drum on the "high spots" of the shoes; until those wear down----and thus more friction material actually makes contact with the drum----new brake shoes can result in less braking abilities than prior to replacement. Finally, while you have the axle off the bike, it should be sanded to free it of rust spots or scars, and any missing or damaged parts associated with the axle shaft should be replaced or renewed.
